HUD Property -Damaged sewer/septic system

Hi everyone,

I just got a HUD property under contract. I was shocked to find out I got it under contract because the asking price was 150,000 and they didn't counter by 108,000 offer. After looking at the property condition report, I found out the sewer/septic system is damaged. Flush test failed and the water is off. Is there any way to find out the extension of the damage without having water on? The deal has fell 4 times and at that price point, the deal is a steal. Any thoughts?
