Contractor Wants To Try To Get CO With A Generator For Power

My contractor is 3 months behind completing a house I am building as a rental...he dropped the ball his words on getting the electric pole and meter box scheduled...so now there is no power for at least another 6 weeks...he said he can pass the CO by hooking up a generator and then I have to pay him the final draw...that can't be right can it...how can he pass a CO with a generator...I know I can call the county on Monday just curious if anyone has heard of this ?
