Finding an absentee owner.

I have a property that I really want. Problem is I have heard they were illegal aliens and have been deported after a brush with the law. The CAD report shows all mail undelivered or returned. Has anyone had this and what can I do from here? At the moment there is only one year worth of taxes unpaid and would like to get it before it gets worse. Here in my county they wait like ten years before it goes to auction.
