City Inspection of Multifamily in Philadelphia

Hi,

We are considering to purchase a multifamily in Philadelphia. I understand that in NJ the Bureau of housing inspections, inspects multifamily dwellings every 5 years and issues a green card. Does the city of Philadelphia do similar inspections? The reason why I am asking: If they do these inspections in Philly, and I could get a copy of the report, then I would have a good idea of the condition of the building even before I go in.
