Closing stuck in title insurances -has personal liens

Hi yall. Got my first deal under contract. Its in Houston tx 3-1 brick 1600 sqft. Got it for 40% arv. I have the cash in hand. But...ran past first title company and they declined it because of liens issue. Had a title search done(abstract service) House a tax lien(which i can pay, no problem) but it also has 3 personal liens on it. (2-of which i can have them sign off on the lien) the 3rd one is my issue. Id like to get title insurance on it so that i can sell the property in the future. Who do i need to call to get his last lien extinguished? Is it as simple as drawing up a document and having them sign it stating (they have no interest in the property? I understand youre not a lawyer but id appreciate any feedback on this. Id like to close this week. Thank you!! -Jose.
