NEED ADVISE!!! PLEASE HELP!!

I want to put offers on about 20 properties that have been on the MLS for more than 365 days. The offers I want to put in are about $15k - $25k lower than the asking price. My real problem is that I don't have a POF to send with my offers. Being that these have been on the market for so long, I figure that they are VERY motivated sellers by now, right? I probably don't need a POF, just earnest money?? (My brain is over working itself and I done lost my train of thought). What is your input? What would you do? Place the offer without a POF or should I just use a transactional funding POF? I have a buyer for the properties already, I just want to get it under contract before sending them the information on the property.
