Settling Issue: New Rental Property

Hi There,

I purchased a single family home 3 months back in California and today my contractor noticed some possible settling as the main door would not open indicating possible structural deformity due to settling. This may turn out to be a major expense. The house is less than 10 yrs old. 

Can the previous owner be held accountable in some way? I did have the house inspected by a licensed inspector as soon as I went in to the contract.

I do have landlord's insurance as well as home warranty on the house. Do you think it will be covered?
