Looking for funding for a small project

Hey guys, I received an offer to buy a new construction single family home and the owner ran out of funds half way through the build. He's asking $40k for the home and there is still about $30k left on the build (so he says) the comps in the area go from $115-$140k. What would be the best way to find the funding for this project? Thanks for any and all advice.
