a property didn't pay tax of 2015?

One neighbor's house is on sale. The list agent said my neighbor brought it two years ago with cash and now she got a job in a new place and too far to communicate. I checked the sales history price and suddenly found the tax of 2015 didn't be paid and the amount be accumulated with interests (we paid our tax before the end of Nov-2015). Does this means if my neighbor will not sale her home, this home will be foreclosed?

If behind on country tax, how many month the county will have foreclosure? It is Florida.

For a pre-foreclosure, how to approach the owner?
