First Time Home Buyer in Kansas City

I'm a First Time Home Buyer looking for a property near the Kansas City area. This house would be my primary residence. I'm looking for a family friendly neighborhood in a great school district. I've been looking at properties on both the KS & MO side. Any recommendations of good neighborhoods near Kansas City on both the KS & MO side?

I'm concerned about the schools on the MO side. I heard that Kansas City, MO has a lottery charter school system. Is anyone familiar with how the charter school system works & if these are good schools or not?
