Hud housing projects in various cities

I have a vision in mind for st. Petersburg, fl. I know for a fact the city of st Petersburg has a housing shortage for the housing  program that the city has available for low income families and individuals. The city is always looking to purchase homes to put people who are on the hud waiting list in homes as quickly as possible. I'm looking to get old ran down homes nobody wants, revitalize them and sell them to the city to provide homes at a profitable margin for myself and my investor. I would love any feedback good or bad in regards to this project or idea
