Bought house county foreclosure. Squatter inside residence...

Bought house from county foreclosure, found out afterwards, there is a squatter who was not previous owner, is living at property. Neighbor told us this info. Supposedly guy is bad news and crazy. County tried to kick him out but since he put utility water bill in his name, county was not able to remove him. This was before I knew about property. Estimated he has lived there 3 years. Anyone been through this? Foreclosure document listed unknown parties in possession #1 & #2 as defendants and the foreclosing bank paid the last 3 years of property taxes. TIA
