Looking to own a Apartment/Bakery Building. Where to start??

Hi my name is James Me and my Fiancé are looking to build a Apartment / bakery. Ever since she was young shes wanted to open a bakery and is good at it I've done construction and have connections with a company willing to do it also have a few Friends with the experience to help run both these.. My questions where do i start we have the ideas and then plans but who should i talk to first.. and should i buy a building or build a new one Looking for what will be cheaper but then again meet city codes and my clients needs.
