Maple Valley Development Project

I have a property that we will BLA to allow for phased development of 32-38 new homes.  We currently have three tax parcels.  The city has proven to be difficult in providing a developer agreement that would provide clarity with regards to a planned arterial road that would cut through the property.  We are thinking that the best route is to build a single family residence on one of the parcels , with placement considering future development, and create two assisted living facilities out of the existing rambles.  Looking for advice from anyone with experience in Development or Assisted Living.
