I am looking to investing in some vacation rentals. I am looking at costa rica, argentina, mexico, and some tourist areas of oregon and washington. If anyone has experience in this field, I would love to know more about it.

@Robert Bowles said it well. You can look at www.roomscore.org for a round up on the regulations within the United States. It shows an interactive map as well as a nice listing.

It's a great place to start.
