I have recently started to aggressively market to distressed sellers in the City of Baltimore. Does anyone have a suggestion on how to connect with cash buyers? I do not have access to the MLS in that market.

Where are these properties located? It could be any of those things or combination of them. Baltimore is a great market but it helps to know the area very well. The areas that stand to make the most profit often are the higher risk properties and more susceptible to Baltimore's block by block critical analysis.
