Best way to make a lot of offers without seen the property .

hi,I am investor/realtor . I was wondering which was a better approach to send a few offers a day . Im looking to flip SFH in Palm beach -florida and dont know if is necessary to send the whole 12 -15 pages contract to the listing agent or if you guys send only the first page when you are sending an investor offer not a retail one. Is an email enough for listing agent to send it to seller with purchase price, estimated closing date, and terms . if the email is your option can you gave me an idea of how you lay out that email. I sent a few last week and it didn't work that well, out of 10 offers ,only two agents answer me back answering my questions regarding if property had any sloppy floors and his answer was the bank probably wouldn't take because my offer was to low. the second one to answer was pissed because it was to low. I know I need to be more persistent but can you give me some tips in how you do it. my offers are usually 75%-80% from ARV minus repairs. Thanks
