VA Loan Entitlement - 2nd Loan

SO, I thought I had additional VA entitlement remaining, but come to find out, I have $0. I purchased a Texas home in 2013 with a VA Loan for $156k and have rented it out since... From my understanding, if the loan is over $144k, then only in special circumstances do you have extra entitlement.

Can I pay down the loan to $144k, refinance, and free up entitlement to purchase another home? If I can, what would be the max loan amount for the 2nd home?
