I have been involved with turnkey companies not quite as long as Ali, and while I think firm prices are the rule, I think there are many exceptions to that rule, and have experience a few myself.  It can depend entirely on the turnkey company, the property and the situation. For example, I contracted for a property where the appraisal came $5k under the price I agreed to pay.  The turnkey company lowered the price accordingly and without my asking.
