First time Buyer - PHFA, FHA, 203(k)?? Help!

I'm a first time home buyer (or hopefully will be soon) and after a few days ago being ready to put an offer in on a  house and someone beating me to it, I'm back at square one and struggling feeling like I've viewed everything in my ideal area (3 zip codes, over 260 homes online and 20 in person) so far. Now I'm wondering if I should open my mind to some rehabs with the potential of a 203(k) and phfa with keystone assistance. (I'm in PA and qualify, have been prequalified). Advice? Pros Cons? 

Also, I am buying with the intent of living in the home for about 5 years and keeping as a rental property so expanding location isn't ideal, as where I'm looking is very renter friendly.
