Tracking down homeowners

I've identified some properties I'm interested in, but I'm having a hard time tracking down the home owner.  The properties are duplexes so most likely they don't live at the property address.  My county assessor's website doesn't have a mailing address for the property owner.  There are so many people finder websites that all charge a fee, not interested in subscribing to them all.  Any suggestions?
