Submitting offers to fsbos ?

Getting very frustrated. 

Have seen so many people say "just go make offers" ok does that mean call and make an offer right there ? Or does that mean email them an offer? So far I've been getting no after no and the houses are selling market value in 5 days! 

So now I'm seeing people get offers accepted but I don't know how they sent the offer, do I call and say it? Or drive for dollars and knock on fsbos. I really don't know what to do its so frustrating . 

Another thing I'm going to start doing is leaving sticky notes on expired listings saying I'm wanting to buy there house call us and hope that that gets at least ONE deal.
