Help Negating a bid! Please.

I am purchasing a new home in Budapest and want to negotiate the price.  The price is equivalent to $171,000 for a minimal modern home.  This excludes lighting (inside and out), kitchen, electric blinds, and a larger tile allowance.  The amount with everything finished complete with kitchen and what I listed would be more like $196,000.  The house is promised to be finished in a certain amount of time.  I want to buy at $180,000 or $186,000.  I am not sure what to offer and to not offend.  Any clue on a good starting bid?
