Question on first investment property offer

I m planning to make an offer on a Fourplex in San Diego. The property has good potential but in need of work ( like the roof is 10 years old) Should I deduct from what I think is worth the cost of fixing it or should I ask for credit toward fixing it after offer is accepted and I have an inspection done? Help
