Need help getting this land under contract.

There was a piece of land listed on craigslist. The land is also listed on some land selling website. The person who listed it is the previous owner who sold it to his 'friend'. We negotiated and came up with a price. Now I told him I want to buy it for the price the seller wanted and its like communication just stopped. I never purchased land before and don't know exactly how to get this going faster. Usually all my real estate contracts have 3 days to accept, and its been 3 days of negotiating already. Do I need to write up a contract myself and submit it or something, what about title insurance or a lawyer or something? Its only a $20k piece of land... Like I said, its my first time buying land, need help getting through this and getting it done. Thanks
