public records appraisal vs market value?

hello,

So I am a total newb and still working through analyzing my first property. Its a little tricky bc the place is not actually for sale, just a place I'm watching with suspicions that it will be on the market soon. Anyhoo, I've found the public records on it and it states the 2015 appraisal valued it at 175k. I'd like to approach the owner with an offer but how do I determine what to offer? How close is the market value to what it's appraised at? This place is located in south anchorage,Ak. Thanks!
