Looking to Refi Rentals out of my Private Loan

Hello all,

I have a client who has a few rental properties, which he acquired through an investor. He now has rentals with positive cash flow that would appraise for much more than his initial investment through his investor. He is looking to refinance through a small bank at a lower interest rate and get 75% LTV cash out of the APPRAISED value. He has found a place that will do 75% of purchase price, but this is essentially useless to him. Do you know any banks in Maryland that have fairly decent rates for Investment properties that will allow him to do a cash-out refi up to 75% of appraised value?

Any help is appreciated!
