Neighbor Selling

My Neighbor is selling. He wants me to make him an offer before he puts it on the market. He bought it cheap and rehabbed EVERTHING plumbing, electrical new furnaces a/c all the goods. I don't want to put down 20% downpayment but I don't think he would do 100% owner financing. What creative things can I do to pick it up? He's not really distressed so I need to give him a dissent offer but I still want the deal. Suggestions?
