Refinance for non-US citizen

My relative has a condo in chicago that he brought 8 years ago when he was working in US with his family. He was not a US citizen or green card holder (I think H1).

Since then he has moved out of US and lives and works in singapore. He has very stable income there and very low debt. The property has good LTV so no issue there either.

Can he refinance the property in US. I am US citizen and can co-sign. His pretty rate is pretty high so the rates right now will be great for him. Unfortunately no W-2 or IRS thing.
