Was just curious if sending a offer via text message ok or should I send a email ( this is a off market deal from a motivated seller who owns the property free and clear )

Get a feel for the seller and how they like to communicate. In most cases, a verbal offer followed by an email with a contract would be most likely to move the deal along quickly.
