How do you know when

Hello BP i'm going to a flip and flip soon and I was just trying to get my numbers together.when it comes to pluming and electrical I'm not sure what to do. When you do a fix and flip are there rules to say that you have to do the pluming and electrical over? Is this common to always do electrical and pluming over? Please help BP THANKS
