Need a quick primer on Sheriff's sales (Hudson' Cty NJ)

I've never been to a Sheriff's sale before.  But I found a property going up for auction tomorrow that I'd be interested in.  It's in Hudson County NJ.  But I figure a lot of these work in similar ways.

I know it's as-is.  I know I have to put 20% down, and have 30 days to come up with the full bid price.  But they want payment in certified check.  

To me this brings up a bit of a chicken and egg problem.  How do I know how mucn, and who to make the check out to, before the sale?  

I tried calling the sheriff's department number for this.  Of course, no one answers.  So I'm trying to randomly find someone who knows.

Any other relevant info is appreciated also.
