San Joaquin County California Sinking?

So . . . I just saw a news story this morning about how San Joaquin County is sinking.  Because of the drought in California, water is being pumped from really deep underground in order to supply water to the farms.  As a result, the land is sinking about 1 foot a year.  

I have been thinking about investing in this area, but I am concerned about deteriorating infrastructure and long term property value.
