CASH sales at its lowest since 2008

Cash sales made up only 34% of all homes sales.

In my market, Upstate NY. This city of Syracuse has the lowest Cash Sales in the country at 11%.

Do you guys think that this means there is opportunity for cash buyers? Or would you say the Cash sales are so low for a specific reason?
