Can I control what my Buyer wants to do to the house post closing?

I am selling my house with owner financing.  My buyer informs me that they want to convert the garage into a 4th bedroom, they want to stucco the exterior brick and possibly build an add-on room in the back of the house!  You all know what I'm thinking, right?

Can I intervene on this process?  Meaning, can I make them sign an agreement that they will hire only licensed contractors?  And that they will pull permits accordingly?  And can I keep them from doing the Stucco?  I hate Stucco and I don't want to have to take this house back with things done to it that I will just have to reverse in the future?
