Hoa Lien investment property HELP!!

So I came across a condo that the lady passed away and no family has any interest in the property. There is no mortgage on the property, but there is an HOA lien on the property for $10,000. I have developed a good relationship with the HOA president and is willing to work with me. Is it possible for them to file for a lien against the property, and then I could buy the lien personally from them? Or is the only way I can get the lien is through the foreclosure auction? Thanks for any help/advice.
