Abandoned property, Owner possibly lives next town over...

Hi all. So there is a house down the street from me that has been unoccupied in the 5 1/2 years that we have lived at our current home. I am currently looking for my first property to buy rehab and flip and this one definitely seems to have potential.

I have looked on the tax assessors website for our town and found that the owner of record seems to live 15 minutes away, in the next town over from us. 

As a newbie this seems odd to me, and I am wondering if perhaps the house is actually bank owned or something else. In my limited experience I would think though that this would appear on the tax assessors website as it does with other unoccupied properties that I have looked into.

Just wondering if anyone has any suggestions as to where to look to obtain more information on ownership of this property... town clerk's office, perhaps?
