If sewers are installed must the owner pay the charge upon sale if they do not connect?
I have a rental property that is on a section of road where the city sewer is not connected. There are 5 parcels on this section. All have septic fields and, to my knowledge, all the fields function well--the field at my house is fine. The city will be widening the road near this stretch and sent a letter asking if I would be interested in having the sewer installed. They estimate the charge at $38K-$44K and point out that would only be due if and when the home is connected to the sewer. I know that I would be responsible to pay the full charge (no matter what financing was offered) upon sale of the house if if the sewer were installed and I connected to it. What happens if the sewer is installed, I do not connect and sell the house? Would the I be required to pay the charge before ownership changes?
