Do investors buy Notes from negative equity homeowner?

I keep running into homeowners who want to sell but, end up keeping their property as a break-even rental.  They owe more than it's worth and aren't interested in risking their credit with some creative strategy.

Is it possible for a individual note buyer to negotiate with the lender and purchase the note? Are there any investors on BP that work in that area?
