Buyer delaying on a delead certificates

Here in Worcester, MA, many of the houses are old and have leaded paint. This is an issue for tenants with young kids. Getting this removed cost several thousand dollars or can be DIY (with an inspection.)

House was listed as deleaded. When I approached to buy, seller's agent said that they would be provided in a few days. I made an offer, and during the inspection the agent said the house has passed and it would just be a few days. Its already been a week and half since then. There was an issue with the inspection, Agent was supposed to come back Thursday or Friday but  there's nothing.

I am sort of peeved that the agent was lying about having them the whole time. Sounds like they are trying to DIY and having some issues. What would you do? Can I ask for money for the delays, or would that be inappopriate?
