Tax assessment for LTV
Does a properties tax assessment value = the appraisal value that the bank will loan against once it's seasoned?

Nope. Tax assessments are irrelevant to the value of the property. They're set for collecting taxes. The bank will do an appraisal and that's the value they will use.
