Vacant lot in Las Vegas

I just picked up a vacant lot in a desirable area in Las Vegas which faces a golf course.

Purchased for 10k

Has a nuisance lien from the city for 27k

Lot has all the utilities there. Used to be a home that got on fire and city took it down.

The homes around it are selling for 235k to 250k.

Any suggestion on :

disputing the lien?

how much it would cost to build a 1500 sf +++ ?

how can I appraise the lot?
