Need help buying first buy and hold

Need help in how i can structure my first deal. I decided to ask the most knowledgable people i know. It's a beachfront apartment at 130k I believe they are very motivated too sell because they have dropped the price from 2011 at 170k to 130k now. It does not need any repairs as far as see. I its listed with a realtor. Dont know if they still owe or its free and clear. any ideas?
