Opinions needed on this red-tagged property

Hi,

I came across this red-tagged property recently. Although the status says short sale, I think it might be headed for auction. It is missing a smart meter, and that might be because of the red-tagging. I peeked through the windows and couldn't see anything that is not present in the photos on MLS.

I am confused about what is going on in image # 14, 15 and 17.  I cant figure out why the black tarp is hanging from bedroom walls in image #15. Does this look familiar to anyone.
