Equity percentage in a property purchase

I have read a little bit about equity percentage in a property, but am still confused. What is it exactly and how is it used when it comes to making a decision on whether you should make a deal on a property or not? Is it  rule to only focus on properties that hold equity? 

Thanks for any help to clear this up.
