how to make offer when foreclosed property being handled by Agent

Hello Folks,

Can anyone offer any suggestions on how to go about making an offer on a foreclosed property that is being handled by a particular agency/agent. I have run into this situation on several abandoned/foreclosed properties.. We go up to the door of the potential property and there is some kind of notice on the place saying something similar to: "This property is now owned by such and such bank… we have retained the services of agency".. W call said agency any always meet with: Oh, yes.. that place is not ready to go on the market. and that is pretty much then end of the conversation." Is there any strategy for even attempting to make offers to the REO bank, in effect bypassing the agency that has no interest in dealing with us at all? - Or am I simply better off ignoring these when I run into the stonewall and move on to other potential properties?
