Abandoned or Vacant Homes

Hello All!

There are two properties that I've had an eye on, they are both abandoned and/or vacant. I suspect vagrants are living in one of them become there are clothes and vandalism. I've already located the owners' information using the assessors office website. My question is, how do I determine how much to offer on these homes if I do not know the fair market value or the current condition? If someone could share their experiences making offers on abandoned/vacant homes with me and offer some insight it would be greatly appreciated
