New HUD rules regarding appraisals

I just heard on my conference call from my HUD asset manager. There has been talk of HUD increasing listing prices over the appriasal. Today it is offical that the list price is no longer the appraised value. The big news is that appraisals will no longer be given to buyers and all buyers including FHA will have to order new appriasals.
