Criteria for Actually Meeting with the Seller?

Hello all,

I wanted to get an idea from the active wholesalers out there on what their criteria is on deciding to meet with the seller after the initial phone call lead. Do you make an offer first based upon the information they provided? Do you set the appointment to meet and then make the offer face-to-face? I have done both ways and both have worked, but wanted to get an idea from others for improving efficiency.
