Possible off-market deal across the street! How do I approach the seller?

My neighbor told me that another neighbor has to sell her house. She has moved to another city. The house is not on the market yet, and I would love to add it to my portfolio. According to my neighbor, there is another interested buyer. I have never met the owner, but I am planning on calling her and telling her I am interested in purchasing the house. How do I approach this? Any tips?
